Job PurposeThe HR Supervisor will oversee day-to-day HR operations, bridging the gap between our corporate strategy and our construction site realities.
This role is responsible for managing the full employee lifecycle—recruitment of white-collar and blue-collar staff, payroll attendance inputs, labor law compliance, and resolving on-site employee relations issues.
The ideal candidate ensures that our projects are adequately staffed with qualified, compliant, and motivated personnel while mitigating legal and operational risks.
Key Responsibilities
1.
Construction Recruitment & Resource AllocationMass Blue-Collar Mobilization: Coordinate the rapid hiring and mobilization of skilled/unskilled site labor (masons, carpenters, steel fixers, operators) based on project timelines.White-Collar Sourcing: Source and screen specialized technical talent, including Site Engineers, Quantity Surveyors (QS), Project Managers, and HSE (Health, Safety, and Environment) officers.Demobilization Management: Efficiently manage the transfer or demobilization of labor forces between completed projects and newly launched sites to minimize idle labor costs.

Site HR Operations & Employee RelationsSite Liaison: Conduct regular site visits to audit camp accommodations, check worker welfare, and ensure site HR practices align with corporate policies.Grievance Resolution: Act as the primary point of contact for resolving conflicts between site management (Foremen/Project Managers) and labor teams.Disciplinary Action: Oversee investigations regarding site misconduct, safety violations, or absenteeism, ensuring all disciplinary measures comply with the company’s sanctions regulations and labor law.

Payroll, Attendance & Contract AdministrationTimesheet Verification: Supervise the collection and accuracy of weekly/monthly site timesheets, tracking complex structures like site allowances, overtime (OT), night shifts, and holiday premiums.Contract Management: Oversee the issuance, renewal, and termination of project-based employment contracts.Leaves & Benefits: Manage site-specific leave cycles (e.g., rotation schedules for remote sites), medical insurance additions, and social insurance updates.

Compliance, Safety & Government RelationsLabor Law Adherence: Ensure strict compliance with local labor regulations regarding working hours, heat/weather restrictions, and youth employment.HSE Collaboration: Work closely with the Safety (HSE) department to ensure all workers attend mandatory safety inductions and that medical fitness certificates are up to date.Labor Disputes: Support the HR Manager and legal counsel in handling labor office inspections, worker complaints, and documentation for legal disputes.
Job Requirements & QualificationsEducation: Bachelor’s Degree in Business Administration, Human Resources, or a related field. HR certifications (e.g., SHRM-CP, PHR) are highly desirable.Experience:Minimum of 5–7 years of overall HR experience.At least 2–3 years in a supervisory role specifically within a Construction or Contracting company.Technical Skills:Deep operational knowledge of Local Labor Law and social insurance systems.Hands-on experience with HRIS/ERP systems (e.g., SAP, Oracle, Odoo, or construction-specific attendance tracking software).Strong command of MS Excel for tracking data, workforce matrices, and attendance dashboards.Field-Ready: Exceptional emotional intelligence and communication skills, with the ability to speak professionally to executives and accessibly to site workers.Problem Solver: Highly resilient, capable of handling stressful situations and emergency situations on active, fast-paced jobsites.
