Civil & Facility Engineer

The Civil & Facilities Engineer is responsible for overseeing the structural integrity, maintenance, and enhancement of all plant buildings, civil infrastructure, and facility utilities. As a subject matter expert, you will bridge traditional civil engineering project management with day-to-day facilities operations. You will manage contractors, lead site modification projects, ensure compliance with Health, Safety, and Environmental (HSE) standards, and optimize the lifespan of the plant's physical assets. 1. Civil Infrastructure & Structural Maintenance· Asset Integrity: Conduct regular inspections and condition assessments of all civil structures, including steel frame buildings, reinforced concrete foundations, heavy machinery supports, furnaces, roads, and drainage systems.· Preventive Maintenance: Develop and execute comprehensive preventive and predictive maintenance schedules for plant infrastructure to prevent deterioration and operational downtime.· Repairs & Modifications: Design, specify, and supervise civil repair works, structural modifications, and expansions required for new equipment installations or process improvements. 2. Facilities & Utility Management· Building Services: Oversee the operation and maintenance of non-process facility systems, including HVAC, industrial plumbing, lighting, roofing, sewage, and domestic water systems.· Space & Site Management: Manage office layouts, warehousing facilities, landscaping, site security structures, and internal traffic routes to optimize workflow and safety.· Energy & Sustainability: Identify and implement energy-saving initiatives across building utilities and facilities to reduce operational costs and environmental impact. 3. Project & Contractor Management· Contractor Supervision: Manage third-party civil contractors and service providers from tendering and qualification through to on-site supervision, quality assurance, and final handover.· Project Management: Lead multi-disciplinary facility projects on time and within budget. Prepare technical specifications, scopes of work (SOW), bills of quantities (BOQ), and cost estimates.· Budgeting & Cost Control: Monitor operational expenditures (OPEX) and capital expenditures (CAPEX) related to civil and facility maintenance, ensuring optimal resource allocation.· Technical Proficiency:o High proficiency in AutoCAD and engineering design/analysis tools.o Solid reading and interpretation of architectural, structural, and MEP (Mechanical, Electrical, Plumbing) drawings.o Experience with project management software (e.g., MS Project, Primavera) and ERP systems (e.g., SAP, Oracle maintenance modules).· Knowledge Requirements: Deep understanding of industrial building codes, structural reinforcement techniques, concrete/steel degradation, and industrial facilities management.Key Competencies & Soft Skills· Problem-Solving: Strong analytical mindset with the ability to troubleshoot complex structural and facility-related challenges quickly.· Leadership & Communication: Excellent verbal and written communication skills (Arabic and English) with the ability to manage contractors and collaborate across engineering teams.· Adaptability: Ability to thrive in a fast-paced, continuous manufacturing environment and manage multiple high-priority projects simultaneously.· Negotiation: Effective negotiation skills for dealing with vendors, contractors, and procurement teams. · Education: Bachelor's degree in civil engineering · Experience: 5 to 8 years of demonstrated experience in civil construction, structural maintenance, or facilities engineering, preferably within a heavy industrial, manufacturing, or continuous-process plant environment.Excellent knowledge of design and visualizations software such as AutoCAD, Civil 3D or similarProficiency in site layout, grading, utility design, erosion control, regulatory approvals etcProject management and supervision skillsStrong communication and interpersonal skillsLicense of professional engineerExcellent knowledge of MS Project, PrimaveraExcellent command of English language · Education: Bachelor's degree in civil engineering · Experience: 5 to 8 years of demonstrated experience in civil construction, structural maintenance, or facilities engineering, preferably within a heavy industrial, manufacturing, or continuous-process plant environment.Excellent knowledge of design and visualizations software such as AutoCAD, Civil 3D or similarProficiency in site layout, grading, utility design, erosion control, regulatory approvals etcProject management and supervision skillsStrong communication and interpersonal skillsLicense of professional engineerExcellent knowledge of MS Project, PrimaveraExcellent command of English language
