Médecins Sans Frontières (MSF) is seeking an experienced consultant or consultancy firm to conduct a strategic scoping study in Egypt aimed at informing its future institutional positioning and engagement in the country.The selected consultant will provide evidence-based analysis and strategic recommendations to support MSF’s decision-making regarding its potential institutional footprint, visibility, recruitment opportunities, fundraising feasibility, and operational considerations in Egypt.Key ResponsibilitiesConduct a comprehensive assessment of opportunities and constraints related to MSF's institutional presence in Egypt.Analyze the public communication and visibility landscape relevant to humanitarian and non-governmental organizations.Assess Egypt’s potential as a recruitment hub for MSF’s international workforce.Evaluate the feasibility, opportunities, and limitations of fundraising activities within the Egyptian context.Explore governance models and institutional setup options suitable for MSF’s future engagement.Identify key risks, sensitivities, legal considerations, and operational challenges.Conduct desk research, stakeholder mapping, and key informant interviews.Apply relevant analytical frameworks to generate evidence-based findings and recommendations.Develop scenario-based strategic options to support organizational decision-making.Present findings and recommendations to MSF’s Branch Office Management Team.DeliverablesInception ReportDraft Assessment ReportFinal Assessment Report including strategic recommendations and scenario optionsPresentation of key findings and recommendationsProject DurationStart Date: ASAPAssignment Duration: Approximately 6 weeksLocation: Egypt (with stakeholder engagement and field-based research as required)
Proven experience conducting strategic assessments, scoping studies, feasibility studies, or institutional analyses.Strong understanding of Egypt’s political, legal, regulatory, and institutional environment.Demonstrated experience working with international NGOs, humanitarian organizations, development agencies, or other complex operating environments.Expertise in one or more of the following areas:Strategic CommunicationsFundraising and Resource MobilizationGovernance and Institutional DevelopmentLabor Market and Recruitment AnalysisStrong research, analytical, and problem-solving capabilities.Experience conducting stakeholder mapping, interviews, and qualitative research.Excellent report writing and presentation skills.Ability to deliver actionable, evidence-based recommendations within tight timelines.Fluency in English and Arabic is required.French language proficiency is considered an advantage.Application RequirementsInterested candidates should submit:Technical Proposal outlining understanding of the assignment and proposed methodology.Financial Proposal.Updated CV(s) of the consultant(s).Examples of relevant previous assignments or work samples.
