Job SummaryThe Technical Manager is responsible for leading and managing the Tendering, Cost Estimation, Quantity Surveying (QS), Procurement, and Invoicing functions to ensure efficient project support from tender stage through project execution. The role focuses on optimizing departmental performance, ensuring commercial and technical accuracy, developing team capabilities, and driving operational excellence while achieving company objectives.Lead and manage the Tendering, Cost Estimation, Quantity Surveying (QS), Procurement, and Invoicing teams, ensuring effective coordination and achievement of departmental objectives.Develop departmental goals, KPIs, workflows, policies, and procedures to enhance operational efficiency and support company objectives.Supervise, coach, and evaluate team members, ensuring balanced workload distribution, continuous development, and high performance.Oversee the review of tender documents, drawings, specifications, BOQs, and contractual requirements to ensure technical and commercial accuracy.Review and approve quantity take-offs, cost estimates, pricing strategies, and commercial proposals prior to submission.Ensure timely preparation and submission of technical and financial tender proposals while identifying commercial risks and implementing mitigation plans.Develop and maintain reliable cost databases, pricing records, and commercial benchmarks to support competitive and accurate bidding.Oversee the complete procurement cycle, including supplier evaluation, sourcing, negotiations, purchase orders, and payment follow-up.Build and maintain strategic relationships with suppliers and subcontractors while negotiating favorable commercial terms for the company.Ensure all procurement activities comply with company policies, project budgets, contractual requirements, and approved schedules.Supervise project quantity surveying activities, ensuring measurement accuracy and proper commercial documentation.Review and approve client invoices, subcontractor payment certificates, and project valuations, ensuring timely billing and payment processing.Monitor project cash flow, commercial performance, and resolve discrepancies related to quantities, pricing, contracts, and payments.Prepare and present periodic management reports covering tender performance, procurement activities, project margins, invoicing status, and departmental KPIs.Drive continuous improvement initiatives, process automation, and cross-functional collaboration to enhance overall commercial and technical department performance.
BSc degree in Civil/architectural engineering.8-12 years of relevant experience.Experience in tendering and procurement within construction industry is a must.Excellent negotiation, communication, and leadership skills.Ability to manage multiple projects and meet deadlines.
